News: City region combines to create authority

The nine local authorities that comprise the Sheffield city region (SCR) have agreed to create the SCR Authority to take governance from informal collaboration to joint decision making on major issues.

The legal body is expected to lead to more efficient decision making for the city region, in particular taking on devolved powers and funding from government, and builds on the long history of informal collaboration and joint working.

The formation follows a comprehensive governance review, where leaders at the nine local authorities concluded that the time had come to put decision making at a City Region level into legislation. The SCR Authority brings together an integrated transport authority (ITA) and an economic prosperity board (EPB) in order to align political decision making around strategic economic development and transport. It does not take any powers from local authorities, and is intended to complement local authority decision making on these issues.

The SCR Authority is likely to have a remit covering city region economic strategies, investment funds, the enterprise zone and inward investment activity.

James Newman, chairman of the Sheffield city region Local Enterprise Partnership, said: "I am delighted that all nine local authorities have now agreed to be members of the Sheffield City Region (SCR) Authority.

"We are an ambitious City Region based on a strong, stable partnership between the public and private sector. The SCR Authority "hardwires" the partnership between the public and private sector in the SCR – providing a solid, stable platform for future governance and decision making.

"Setting up the SCR Authority simply involved putting into legislation the partnership that has been in for some time – and we expect to reap the economic benefits of this important step forward."

The SCR Authority is expected to come into effect in April 2014.
