News: New framework for smaller scale construction projects

Local suppliers and contractors are being sought for a new multimillion pound framework that will cover a range of works for a number of public sector organisations in Rotherham and the surrounding areas.

Rotherham Council has been leading on the development of the framework after it identified that improvements could be made in its procurement for smaller scale work up to the value of £250k.

Most building construction is procured through either the established YORbuild framework or the Efficiency North Framework (for social housing).

A paper to the Council at the start of the process explained: "There are instances where it is not wholly appropriate to use the frameworks for example with roofing or demolition projects. These projects are currently procured through YORbuild and would be sub-contracted to a specialist contractor, with the main YORbuild contractor applying a management fee. This management fee can be in the region of 10% of the tender price and clearly this does not present best value to the authority."

A similar framework, known as "RCP3" began last year and now a tender exercise has begun for "RCP4" - part of an aim to create a framework of SME specialist contractors.

Local companies are encouraged to get involved. Paul Smith, head of asset management at Rotherham Council was at a recent meeting of the Rotherham Pioneers to explain the importance of including local companies in the supply chain.

Tender documents explain that the aim is for "the establishment of a framework of pre-qualified organisations who have the ability to provide a variety of construction works, principally involving minor building works, structural repairs, roofing, demolition, mechanical and electrical installation and repair works, and fixed wire testing."

Set to start in May 2019 and run for two years with the option to extend, the framework is split into a number of lots such as building works up to £150k and works between £150k and £750k.

It is expected that other local authorities and organisations in Yorkshire, such as the police or fire and rescue services, could also make use of the framework to procure contractors for their projects.

As in previous frameworks, it is likely that tendering will consider the use of local labour and the benefits that this may provide to the borough - these could include apprenticeships, work experience and visits to schools. Proposed methods for utilising the local supply chain and sub-contractors will also be considered.

News: Meet the buyers on £300m frameworks

A meet the buyer event is taking place in Rotherham this week and is aimed at sub-contractors and suppliers looking for opportunities on the Yorkshire framework projects that are worth £300m each year.

Taking place at Rotherham United's AESSEAL New York Stadium, main building and civil engineering contractors appointed to the YORbuild2 and YORcivil2 frameworks will attend the event which is intended to promote and support supply chain engagement which is a key theme of the YORhub frameworks.

The event is scheduled for Friday morning, October 26 at 9:30am - 12.

The YORhub suite of construction frameworks have grown in popularity since the YORbuild framework was launched in 2009, and now comprises three frameworks - YORbuild2, YORcivil2 and YORconsult2 - which is due to be launched later this year.

The frameworks have been established by five Yorkshire and Humber local authorities and are used by local authorities and other public sector organisations including universities, blue light organisations and the health sector.

One example from the Yorbuild2 framework is the successfully completed £10.5m University Centre Rotherham that was delivered by Willmott Dixon.

36 tier 1 members have been confirmed for the event this week including Wates Group, which successfully secured a multi million pound tender as part of Rotherham Council's £29m scheme to build high quality and affordable homes.

The Supply Chain Engagement Programme is for any business interested in supplying construction services or goods to the framework - contractors, including subcontractors and materials suppliers, consultants and other construction service providers.

News: Contract wins for Rotherham construction firms

Rotherham-based Wath Construction has been named as a principal contractor in Barnsley where the multi-million pound regeneration of Hoyland town centre is underway.

Developer Resilienti has appointed Wath Construction and Britcon will be handling building work on the £4.5m redevelopment project. 

Wath Construction, in Wath-Upon-Dearne, has been responsible for the demolition and site clearance of the former NHS medical centre off Duke Street and the construction of a new 74 space car park on the site, as well as the demolition and site clearance of St Andrews Church Hall, on Market Street Hoyland. 

Wath is currently re-developing the former car park off Southgate which will become the new Hoyland market site with 30 stalls, three kiosks, a disabled toilet, wash room and 26-space car park.

Lewis Monfredi, director at Wath Construction, said: "We are proud to be appointed as one of the principal contractors on an exciting local project that will regenerate the town and make a real difference to the community.

"The project is vital to the future of Hoyland and we look forward to creating a vibrant town centre for people to live and work."

Building and civil engineering firm Britcon has been appointed as contractor for building a new 12,000 sq ft supermarket, Boyes’ new 6,000 sq ft department store on Market Street, a Ladbrokes betting shop and two other retail outlets. 

Kerrie Whiteley, managing director of Lincolnshire-based Resilienti, said: "Bringing these contractors on board represents a real step forward in our development plans for Hoyland. We look forward to working with them to realise the vision for a revitalised town centre."

Another Rotherham construction firm, Sanderson Building Services, has secured a place on the YORbuild2 Contractors Framework Agreement - the procurement solution for public sector construction work across the Yorkshire & Humber region and neighbouring areas.

Based at Swinton, Sanderson will be able to bid for work valued up to £250,000 under the framework which will initially be for a period of four years, but has an option to extend for a further two years.

News: Billion pound construction tender published

Tendering has begun for £2 billion worth of construction work in the region's public sector under the new YORbuild2 framework.

The YORbuild Construction Framework has been in place since December 2009 and is a collaborative approach to the procurement of construction projects in the region. It has successfully delivered building projects for local authorities, public sector bodies and third sector organisation in Yorkshire and Humberside.

The Framework provides for speedy, efficient and inexpensive procurement of construction contracts. It also supports local employment and economy objectives by providing employment and skills opportunities to local residents.

The YORbuild framework is due to expire at the end of November 2015 and a new framework has been in development to replace it. The YORbuild2 tender notice and Pre-Qualification Questionnaire (PQQ) documents are now available, split into four regional areas that together total a potential £2 billion of work.

Based on feedback from the previous procurement exercise, the new structure has divided the framework into pools based on value and lots that are split into specific projects such as new housing. Lower value bands have been set up to encourage involvement by SMEs and local contractors.

Rotherham Council has taken a regional lead in the frameworks and will be the lead authority for a new South Area contractors framework under YORbuild2 which is worth up to £350m in six lots.

With companies accepted on to the EU-compliant framework, it means that project managers can select contractors without going through individual, lengthy procurement exercises.

Weight is also given to contractors that can provide employment and skills opportunities. Rotherham Council estimates that through projects in the borough, over 900 apprentice weeks have been provided; 566 students have participated in site visits and 388 students have attended skills workshops. Most notably, 45 Rotherham people have progressed into employment through the YORbuild framework.

Organisers are recommending that potential suppliers register on the YORtender website and a briefing event for the South Area is being held at Rotherham United's New York Stadium on November 13.

News: Meet the contractors

Buyers from 15 of the largest construction firms operating in Yorkshire are attending a supply chain event this week.

The event is part of the YORbuild programme which has simplified construction procurement frameworks for the region's Local Authorities, Public Sector Bodies and Third Sector Organisations.

Every year the YORbuild construction framework carries out over £100m of construction projects in Yorkshire and the Humber.

Their Supply Chain Engagement Programme is for any business that wants to supply services or goods to the framework, including subcontractors, materials suppliers, consultants and other service providers. 300 companies have already joined the programme.

The Open for Business event, at the offices of Senior Architectural Systems in Doncaster, takes place on June 29 at 11:30. It is open to everyone who wants to find out what YORbuild and the supply chain programme is all about.

Buyers from firms such as Bramall Construction, BAM, Henry Boot and Wilmott Dixon will be in attendance.
