News: Public sector puts £100m towards depots and buses in South Yorkshire

By

Private sector operators that run South Yorkshire bus services described by the local mayor as being in a "spiral of decline," look set for a multimillion pound windfall as the public sector acquires depots and vehicles as part of bus franchising.

Last year South Yorkshire’s Mayor, Oliver Coppard, took a once in a generation decision to bring buses back under public control in South Yorkshire in the biggest shake up of the bus network since the 1980s.

Under bus franchising, the South Yorkshire Mayoral Combined Authority (SYMCA) will take control of the bus network including depots, bus fleets, routes, timetables, service standards, tickets and fares.

The authority announced this month that it had secured the purchase of five depots from private bus operators.

The depots at Olive Grove, Ecclesfield and Holbrook in Sheffield, Rawmarsh in Rotherham, Wakefield Road in Barnsley, along with the already publicly owned Leger Way depot in Doncaster, form the operational backbone of South Yorkshire’s bus network.

Under the agreement, First Bus and Stagecoach will lease the depots back from SYMCA.

No figures were included in the announcement but earlier this month the authority published that a delegated decision had been made: "to grant award of £100m towards Bus Franchising Works for acquisition of depots and purchase of vehicles."

SYMCA had previously appointed commercial property firm, Sanderson Weatherall, to value the depots.

The funding is set to come from government funding pots given to devolved areas such as the City Region Sustainable Transport Settlement and Transport for City Regions.

With £1.5 billion confirmed for South Yorkshire in 2025, £350m will be set aside to reform South Yorkshire’s buses, with franchised buses begining in 2027 with Doncaster and most of Sheffield, followed by Barnsley and Rotherham in 2028 (pushed back from an original target of 2027), with the remaining areas of Sheffield completing the move to public control in 2029.

South Yorkshire’s Mayor Oliver Coppard said: “This is a significant moment for South Yorkshire. Bringing every depot into public ownership well in advance of bus franchising means we’re putting real foundations in place for a network that is reliable, affordable and works for all of us. It’s exactly what taking back control of our public transport looks like. As we roll out the South Yorkshire People’s Network, we’re creating one clearer, simpler and more connected transport system, and these depots will be right at the heart of making that happen.”

Matt Kitchin, Managing Director of Stagecoach Yorkshire, which operates the Rawmnarsh depot in Rotherham, said: “We are very pleased to be working with Mayor Coppard to complete the transition of depots to public ownership, in a way that best avoids disruption for our loyal customers and colleagues across the region.

“As the operator of the largest zero-emission electric bus fleet in the UK, we are looking forward to contributing our extensive expertise in electrifying depots and introducing new electric fleets to the South Yorkshire bus network.

“Our experience has shown that our customers and colleagues hugely appreciate electric vehicles as they're quieter, smoother and more reliable, helping local people to get to work, access services, and to meet friends and family, and so we are excited to work in partnership to provide the best services for South Yorkshire.”

The mayor has previously described local bus services as a "failed experiment of the privatisation of our bus network that was started in the 1980s." The bus market in South Yorkshire has been experiencing a continuous cycle of decline while its reliance on public funding to sustain bus service levels has been increasing. Over the past decade, bus mileage declined by 42%.

Just last week, SYMCA released details that a "significant number" of commercial bus services have been registered for reduction or withdrawal by operators in May. A £1,278,100 funding package has been signed off to ensure all services indicated are retained for a period until July 25 2026. SYMCA said that the withdrawals and reductions would "have an impact on users and also creates a threat to the ability for SYMCA to transition to a franchised network based on the current level of service."

As part of the deal, the Rawmarsh depot formerly owned by Stagecoach will get a new office building to replace temporary structures. The other bus depot in Rotherham was in public sector ownership but SYMCA decided to sell it in 2022. The Midland Road depot has been demolished and the site is being transformed into a housing estate.

News: £2 maximum fares introduced early in South Yorkshire

By

South Yorkshire bus and tram fares have been capped at £2 from today, more than two months ahead of a national £2 cap on bus journeys between January and March.

The government will provide up to £60m across the country with a £600k boost from the South Yorkshire Mayoral Combined Authority (SYMCA) as part of bold plans to combat the cost-of-living crisis.

The average single fare for a 3-mile journey is estimated at over £2.80. Bus and Supertram journeys which already cost under £2 will not be affected, including 80p Zoom Beyond fares for young people.

£2 adult fares are available on any bus or tram service which starts and ends in South Yorkshire, including services operated by First South Yorkshire, Stagecoach Yorkshire, Supertram, Globe, South Pennine, Hulleys and TM Travel.

South Yorkshire’s Mayor Oliver Coppard, said: “As we head into winter, I know just how many people in South Yorkshire are worrying about feeding their families, heating their homes, and affording the very day to day basics as the cost of living continues to spiral.

“Public transport is part of the solution. That’s why we’re not just introducing the £2 fare cap early here in South Yorkshire, we’re extending it to include trams.

“Because while the Government’s temporary fare cap is welcome, it doesn’t go far enough to support the thousands of people in our region who rely on our buses and tram network. Alongside the Zoom Beyond fares at just 80p for young people, we now have some of the best public transport fares in the country.

“We have a broken public transport network here in South Yorkshire but bit by bit we’re making things better for the travelling public. This is just another step on that journey.”

The government said that it will continue to work closely with bus operators and local authorities and consider future support to help passengers continue accessing reliable and affordable bus services after March.

Mayor Coppard has previously said that the government's "stop-start bus funding fiasco" led to bus operators walking away from some contracts with the SYMCA stepping in and using financial reserves to try and plug the gap. For example, First South Yorkshire had implemented reductions in service in response to a lack of resources in order to ensure delivery.

News: Rotherham bus depot to be sold off

By

It looks to be the end of the line for a large vacant bus depot in Rotherham which is being sold, five years after it stopped being used by local bus operator, First.

The Midland Road depot came into the hands of the South Yorkshire Mayoral Combined Authority (MCA) as the South Yorkshire Passenger Transport Executive (SYPTE), which is responsible for the co-ordination of public transport in South Yorkshire, is being integrated into the MCA.

The MCA's board has this week agreed to sell off the 212,000 sq ft warehouse.

The site consists of aged office accommodation and bus sheds and was constructed over 40 years ago. Following bus de-regulation the site was leased to a number of private operators, generating a financial return that was re-invested into transport activity helping to support the levy.

Sitting empty, it now costs the MCA £160,000 a year in rates and security.

Rothbiz reported in 2016 that First Group was vacating the site, relocating employees to Sheffield and Doncaster.

Since it closed in 2017 it has only been used sporadically as a COVID-19 testing site and for police firearms training.

A report to the MCA said: "The inability to let the site on the open market reflects the scale and specialist nature of much of the design of the asset, but also the poor state of the infrastructure.

"Over time the vacant site has suffered from vandalism and theft and is now in a seriously dilapidated state exposing the MCA to both reputational and liability risk. The site also continues to be a drain on the revenue budget, with the costs of rates, security, and responsive repairs having to be met.

"Following an internal review it has been determined that the MCA has no strategic rationale for retaining the site and as such should seek to mitigate the identified risk and cost by divesting itself of the asset."

The report adds that Rotherham Council has been in discussion with the MCA on the future of the site, "particularly in relation to wider regeneration plans within the town and latterly around the potential uses of the power capacity on the site to support electric vehicle charging."

The MCA has agreed to dispose of the site in the most efficient means possible, which could also include clearing the existing site to enable a more efficient sale.

News: First set to close Rotherham depot

By

The large bus depot operated by First in Rotherham will close under new proposals, with staff relocating within South Yorkshire and 20 jobs now "at risk."

In August engineers in Rotherham were awarded a "Wrench" Award from First after being recognised as one of the best engineering depots across the UK but now the bus operator has announced proposals to relocate employees to Sheffield and Doncaster, "as part of a move to safeguard jobs in the long term and continue to deliver an efficient, effective and sustainable service for its customers."

First said in a statement that the Midland Road building at Masbrough is becoming increasingly uneconomical and that the proposed move will save costs and protect jobs in the long term.

A notice to staff, seen by Rothbiz, shows that First believes that the site is too large for current operational needs. Under the proposals, the same drivers will operate the Rotherham services, but will do so from the Olive Grove depot in Sheffield.

A small number of potential redundancies have been identified, mainly in engineering supervision and a small number of skilled roles.

Kevin Belfield, managing director of First South Yorkshire, said: "Our decision to relocate will not impact on our customers – they should continue to expect high quality and reliable bus services. We will continue to support our Drivers to make bus travel more attractive and grow passenger numbers, while also helping safeguard jobs in the long term.

"Our Rotherham colleagues will relocate primarily to Sheffield Depot. They have done a terrific job operating from Rotherham, and we will ensure that they are fully supported as they relocate.

"We have begun consulting with our employees and trade unions to ensure their views are considered as part of this process. Less than 20 positions are "at risk" of redundancy. However, we will do everything we can to assist those affected, including supporting anyone who would wish to transfer to other First Bus operations where opportunities exist."

If the proposal is implemented, First South Yorkshire will relocate colleagues from Rotherham to Sheffield and Doncaster, by February 2017.

News: AMRC apprentices on the road

By

First Group in Sheffield has generously donated a bus to the AMRC Training Centre for apprentices to refurbish and use for engagement activities with the region's local schools.

The AMRC Training Centre is a £20.5m centre on the Advanced Manufacturing Park (AMP) in Rotherham where the focus is on students aged from 16 upwards, taken on paid apprenticeships. Part of the The University of Sheffield Advanced Manufacturing Research Centre (AMRC) with Boeing, apprentices have opportunities to progress on to postgraduate courses, doctorates and MBA levels.

The AMRC approached First Group looking for a bus that could be used as a project for their engineering apprentices to strip out, refit and restore to full working order as a mobile teaching and demonstration facility.

The new bus will complement MANTRA, the AMRC's HGV trailer packed with the latest state of the art machinery and simulators for use at educational STEM events across the country.

Assisted by AMRC apprentices, MANTRA recently attended MACH 2016, the national manufacturing technologies conference. Over five days, some of the thousands of aspiring young engineers attending the learning and development zone were able to get hands-on experience with the AMRC's cutting-edge technologies.

However the 14 metre lorry can be too big or heavy to visit smaller local schools. So the new bus will allow the apprentices to take their work out on the road to more local school children.

First Group donated the bus, which had been retired from their fleet in running condition, to the Training Centre free of charge; along with a full set of tyres kindly donated by Bridgestone, who provide tyres for the First Group fleet.

Kerry Featherstone, operations manager at the AMRC Training Centre, said: "The bus will be fantastic hands-on experience for the Training Centre's maintenance and mechanical engineering apprentices.

"Supported by First Group technicians assisting with parts and manuals, they will be refurbishing the bus so it will once again be running in top condition."

Professor Keith Ridgway CBE, co-founder of the AMRC, added: "The bus will contain a range of AMRC and Nuclear AMRC technologies, demonstrations of work completed by the apprentices and show life as an apprentice at the AMRC Training Centre.

"The hope is that the demonstrations will encourage young people to consider engineering as a career and assist the wider population to understand the work and the impact of the AMRC."

The centre is hosting an open event for apprentices on May 11 at 4:30-6:30pm.

News: New rail franchise agreements for the North

By

The Government has selected Arriva to operate the Northern Rail franchise and First Group to operate the TransPenine franchise as it claims it will provide a world class rail service that will make the Northern Powerhouse a reality.

Northern Rail, is currently operated by a 50:50 joint venture between Serco Group plc, the international services company, and Abellio, a subsidiary of NS Dutch Railways. From April 2016, it will be operated by Arriva, one of Europe's leading transport operators, until at least 2025.

The winning bid included the introduction of 281 new carriages, the full refurbishment of the remaining fleet and the removal of all Pacer trains within three years. Beginning in December 2017, new timetables will provide 100 new through journey opportunities across Leeds, Manchester, Newcastle, Sheffield and other regional hubs.

At the same time as hoping for more investment, the Government was looking to reduce the level of subsidy for the region. Although it has been falling since 2008/09, Northern has the highest subsidy per passenger mile of any franchise managed by Rail Executive. Passenger fare revenue represents only 36% of annual turnover, with direct financial support from the Department for Transport and via local transport bodies amounting to £324m in 2012/13. In comparison, the net subsidy to TransPennine Express amounted to £41m.

On the Northern franchise, Arriva will reduce the amount of annual government subsidy required by around £140m over nine years.

The TransPennine Express franchise, currently operated by FirstGroup and Keolis, will now be solely operated by FirstGroup from next year. Here, 44 new state of the art intercity trains and 220 brand new carriages will be introduced by 2019 providing an additional 13 million seats a year.

The company said that more than £500m will be invested to transform rail services across the North of England and into Scotland. There will be a large increase in the number of carriages compared with today, meaning an 80% rise in capacity at the busiest times of the day.

On TransPennine Express, First will pay premium to the government of around £400m over the life of the new franchise, taking the franchise out of subsidy for the first time.

Transport Secretary Patrick McLoughlin said: "We promised passengers across Yorkshire and the Humber a world class rail service that would make the Northern Powerhouse a reality – and I'm delighted that we have found two operators that will deliver exactly that. As a one nation government we are committed to closing the economic gap between north and south. This deal, and the joint management of the franchises, will bring the Northern Powerhouse to life.

"In 2004, the last time these contracts were awarded, the government did not plan for growth – today we've put that right.

"Arriva Rail North Limited and First Trans Pennine Express Limited went far beyond our requirements with exciting, ambitious plans that will make a real difference to customers, and – coupled with our commitment to push ahead with electrifying the vital TransPennine route – will help the region realise its full economic potential, ensuring it has a modern 21st century transport system. This is fantastic news for Yorkshire and the Humber."

The Northern and TransPennine Express franchises provide many rail services across the North of England, including all services into Rotherham. Neither of the new franchise holders seemed to have listened too much to points put forward by the Sheffield City Region Combined Authority during consultation on the need to "improve the frequency of services to Rotherham and provide direct links to additional destinations."

The Northern operated service between Sheffield and Hull, which calls at Rotherham, is set to become part of the Northern Connect network, with at least 13 trains per day each way operated by brand new diesel trains. There will be 15 trains per day on Sundays, up from 11 or 12 currently on the timetable.

Also part of the Northern Connect network, the Lincoln - Sheffield line, which calls at Kiveton Park, a minimum of ten trains per day in each direction will run through to Meadowhall, Barnsley, Wakefield and Leeds.

Subsequent studies have found that the only viable way to improve rail services to Rotherham is to build a brand new £14m station at Parkgate due to the lack of viable options for increasing capacity at Rotherham Central.

News: First success for Jobs4Everyone

By

First Group have appointed two new bus drivers at their Rotherham depot with support from local social enterprise, Jobs4everyone.

Trevor Cocking, 43, from Beighton and Sam Doyle, 21 from Kimberworth had only been on the website for a couple of weeks when they were contacted by First Group and invited down for an open-day taster.

Trevor had been working in the construction industry but had recently been made unemployed after the completion of the Olympic Park. He was contacted by First who thought that he had what it takes to be a driver.

Sam has a passion for driving with a history of bus drivers throughout his family and friends.

Peter Holmes, Rotherham depot operations manager for First, said "We're delighted to be working in partnership with Jobs4everyone, we chose them because they are a social enterprise with strong community links.

"The process was very simple and we were able to identify prospective candidates easily from their profiles. During our recent driver recruitment campaign four out of five successful candidates have come via Jobs4everyone."

Jobs4everyone works with Jobcentre Plus, National Careers Service and other Welfare to Work providers to help provide greater access to the full range of employment services such as wage incentives schemes for employers, apprenticeships, training courses, work experience, volunteering right down to hints and tips such as CV writing and interview technique.

Richard Downs founded the company in 2008 after graduating from Sheffield Hallam University. A percentage of the profits are reinvested into local communities to help with regeneration and development.

Richard said: "We look to bring together those who are looking for jobs with those who have jobs to fill. We do this by providing an outlet for employers, recruiters and welfare providers to advertise their vacancies in a more effective way and at a more manageable cost.

"We offer one free job post a month service aimed at the smaller business or infrequent recruiter to help reduce the cost of recruiting and reduce the percentage of unadvertised jobs from 80%."
