News: Keepmoat lodge plans for 100 more houses on Rotherham greenbelt

National housebuilder, Keepmoat, has submitted a planning application for a parcel of farmland in Rotherham, right next to a proposed development by Barratt David Wilson Homes.

Rothbiz has reported on a number of proposed developments in Rotherham this year that are for sites in the local plan that were designated as "safeguarded land" rather than sites designated for housing. The 2018 plan set out that they may be needed in the future and taken out of the greenbelt after the end of the plan period in 2028.

Planning consultants are hoping to convince the local planning authority that the land should be used now to address the borough's housing needs.

In May, Rothbiz reported on plans by Barratt David Wilson Homes for 260 homes on land at Cumwell Lane, Hellaby.

Now, an new outline application from Keepmoat is for a 3.61 hectare plot of land between Cumwell Lane and the Barratt site, close to the Centenary Hall. It shows how the current farm land could be replaced by up to 101 houses.

Plans drawn up by IDPartnership Northern (IDP) show that the proposed development would feature a mix of houses and includes provision for 25% affordable units.

One vehicular access is shown on the plans, a new priority-controlled T-junction on the western boundary of the site via Cumwell Lane, which would include a pedestrian refuge island to the south-west of the site along Cumwell Lane.

Agents, Lambert Smith Hampton, say that the site is available and in a suitable location where housing is deliverable, stating that: "The site would contribute to an appropriate level of growth in Hellaby which is identified as a ‘Principal Settlement’ in the Local Plan. It would help to support and retain the vitality of the settlement, which is a benefit for existing residents.

"The site is in a highly sustainable location near essential services and facilities to meet the requirements of future residents, such as healthcare and education provision, convenience goods, among others."

Outline planning permission for residential development on the land has been sought for years. Plans were refused numerous times in the 1970s.

The area is now dominated by the huge warehouse development alongside the M18.

Keepmoat is currently building houses across Rotherham at the former Swinden Labs site on Moorgate, and recently submitted plans for the former bus depot at Masbrough.

News: National housebuilder submits plans for 260 homes on Rotherham greenbelt

Another set of plans from another national housebuilder has been submitted to build houses on "safeguarded land" in Rotherham.

Last month Rothbiz reported on plans from Taylor Wimpey that represented the use of safeguarded land rather than land specifically allocated for residential use in the borough's local plan from 2018.

Now, Barratt David Wilson Homes has submitted an outline planning application proposing up to 260 homes on land at Cumwell Lane, Hellaby.

An application for houses on the agricultural land was refused in the 1960's but it was included in the local plan as land that may be needed in the future.

The land is close to where a 715,000 sq ft industrial development was built on former agricultural land next to the M18.

Planning consultants for Barratt are now hoping to convince the local planning authority that the land should be used now to address the borough's housing needs.

Lichfields state that Rotherham Council has not published an up-to-date five-year housing land supply position since 2019, and that the "failure reflects a dereliction of duty by the Council to properly understand what its five year land supply position is."

Rotherham Council identified a larger 15.2ha site at Hellaby as being a large site with constraints, suitable for housing development with dwellings expected to be delivered from 2028/29.

Applicants argue that the site has already been "removed from the Green Belt" with the safeguarding designation but that the decision was based upon a housing "need" that is now out of date.

An accompanying assessment puts forward that housebuilding targets are not being met in Rotherham and concludes that there is a shortfall of 2,367 homes.

The plans state: "The only realistic solution to address the housing land supply shortfall in the short term is to bring forward Safeguarded Land, which has already been removed from the Green Belt to meet future housing needs."

The proposed development would deliver up to 260 homes while addressing site constraints and incorporating mitigation measures such as structural landscaping, drainage requirements, and ecological buffer zones. The proposal also includes 25% affordable housing.

The plans show that the development would have two vehicular access points: one via Cumwell Lane to the south west and one via Bateman Road to the north. Access for vehicles, pedestrians, and cyclists would be provided through a priority T-junction with a ghost island right-turn facility onto Cumwell Lane. A secondary access point, for vehicles, pedestrians, and cyclists, would be provided by upgrading the site's existing access via the southern arm of the Bateman Road/Clifford Road/Ridgway Close priority crossroads junction.

News: New Rotherham housing development set for approval

A scaled back proposal from a national housebuilder for a new housing development in Rotherham is being recommended for approval.

Rothbiz reported in 2021 that Barratt Homes was looking at building new homes on land at Far Field Lane, off Doncaster Road and close to Wath Victoria Primary School.

Around 24 acres in size, the current agricultural land near Whincover Farm was allocated for housing development in the Council’s 2019 adopted Local Plan, meaning the principle of residential development here is acceptable.

Barratt believes that the development of the site will provide much needed new housing for people in a convenient and sustainable location, whilst contributing to the current and future housing needs in the area.

Consultants had argued that applying affordable housing for the development would make it "wholly unviable" but Rotherham Council has attached a number of conditions to any approval, including 25% on site affordable housing provision.

The application was originally seeking permission for 296 dwellings, this has been revised and the current proposals are for 269 dwellings - a mix of 2,3 and 4-bed houses. The sole access to the site will be from a new simple priority ‘T’ junction onto Doncaster Road.

A drainage basin in the adjacent allocated Green Belt is also in the plans and this has been judged to not constitute inappropriate development.

The conditions also include £518,705 in education provision, £134,500 towards sustainable transport measures, £65,000 towards the upgrade of existing offsite play facilities and £256,000 towards the provision of four consulting rooms at NHS facilities within close proximity of the site.

A planner's report recommending that the Council's planning board approves the plans, concludes: "There have been objections from local residents regarding the impact on highways and highway safety as a result of this development. Whilst these concerns are noted the Council’s Transportation Infrastructure Service have confirmed that the scheme has been appropriately designed and there are measures in place to ensure that the impact is minimal. Therefore, a refusal on highway grounds would not be justified in this instance.

"The scheme put forward will provide much needed new housing on an allocated housing site close to local facilities and in a sustainable location that would not result in significant impact on the local highway network, air quality or the environment. In fact, it is considered that the scheme put forward with the landscaping, EV charging points and public open space will help in providing an enhancement in terms of biodiversity and sustainable transport methods."

The planning board is set to meet on July 18 to discuss the application.

News: 450 home Rotherham development recommended for approval

Detailed proposals for the next large phase of residential development at the Waverley regeneration scheme are being recommended for approval by Rotherham Council planners.

After Harworth Group plc secured a residential land parcel sale at its Waverley site to Barratt and David Wilson Homes for £29m, a reserved matters application was submitted for the 28 acre waterside area adjacent to both Highwall Park and the Waverley Lake, benefitting from unique water frontage in an area of the development known as Waverley Waterfront.

The application sets out the development of 456 dwellings - a mix of house types - 1, 2, 3 and 4 bedroom properties which will range from apartments, to terraced, semi-detached and detached dwellings. 149 will be affordable housing which equates to a provision of 33% on site.

Plans show that the proposals for the waterfront area have been revised to provide an increased amount of non-residential uses. The previous block with a cafe use indicatively shown at ground floor has been revised to provide non residential uses over three blocks (with residential above) which could be smaller or larger units depending on demand.

The amended scheme is also considered to "address the important location and function of the promenade adjacent to the Lakeside, which is a prestigious location within the development, with the non-residential uses proposed attracting residents from the wider Waverley community." The promenade is also set to provide a unique waterside pedestrian and cycle only route along the western bank of Waverley Lake.

The site falls within Flood Zone 1 and a Flood Risk Assessment and Surface Water Drainage Strategy were submitted and approved as part of the outline approval.

Responses to the application show local residents of the estate calling for work to begin on the medical facilities and retail development at Olive Lane before more houses are built. Waverley Community Counci are also objecting to the proposals.

The Olive Lane plans are currently being revised. 2021 plans included retail uses, a gym, offices, restaurants and cafes, a supermarket, community space, a bus hub and residential development. Planning approval has been gained for the £2m medical centre and construction is due to starts in autumn this year.

Planning documents show that Harworth has told the council of significant cost price inflation caused by several factors outside of their control including the Covid-19 pandemic and the ongoing war in Ukraine which have resulted in the significant rise in construction costs at Olive Lane.

The report adds: "However, they are in the process of finalising the design for an amended scheme with the intension of being on site before the end of 2023, with completion of construction expected in winter 2024 subject to the approval of planning permission."

Planners conclude that the layout of the new housing site "offers an acceptable balance between achieving an efficient use of the land available" and that "applicants have also specifically designed certain areas to respond to its location especially along the Promenade on the waterfront."

The council's planning board is due to meet to dicuss the plans on April 27.

At Waverley, Harworth is undertaking Yorkshire’s largest brownfield regeneration project – the transformation of the former Orgreave colliery into a new community of up to 3,038 homes.

News: Another 450 houses at Waverley

Further details have been revealed for the next large phase of residential development at the Waverley regeneration scheme in Rotherham.

Rothbiz reported in July last year that Harworth Group plc had secured a residential land parcel sale at its Waverley site to Barratt and David Wilson Homes for £29m.

Now a detailed planning application has been submitted for the 28 acre waterside area adjacent to both Highwall Park and the Waverley Lake, benefitting from unique water frontage in an area of the development known as Waverley Waterfront.

Barratt and David Wilson Homes’ fifth phase includes 456 dwellings with a mix of 1, 2, 3 and 4 bedroom properties which will range from apartments, to terraced, semi-detached and detached dwellings. Of these dwellings 149 will be for affordable which equates to a provision of 33%.

Plans show that the proposals for the waterfront area have been revised to provide an increased amount of non-residential uses. The plans, drawn up by JRP planning consultants, state: "The proposed development will deliver much needed new housing to a sustainable location. This will make a positive contribution towards the local housing objectives in respect of housing needs and demand. The application site will create a sustainable, high quality and accessible housing development. It will provide significant social and economic benefits to Waverley and Rotherham, with the supporting documentation demonstrating that potential adverse impacts can be satisfactorily mitigated."

Responses to the reserved matters planning application show local residents of the estate calling for work to begin on the medical facilities and retail development at Olive Lane before more houses are built.

The Waverley New Community has outline consent of 3,890 dwellings. Avant Homes is set to deliver a further 173 homes having secured planning permission for a £49m second phase development.

Called Sorby Park at Waverley, the new phase will comprise a mix of two, three and four-bedroom homes and feature 20 of Avant Homes' design-led housetypes.

Avant Homes Yorkshire managing director, Alastair Hart, said: "We've had sustained success at the Waverley regeneration scheme over the past five years by delivering more than 400 homes across three developments.

"Demand for new build housing in the area remains high and we look forward to continuing to contribute to the regeneration of this brownfield site with our new phase of Sorby Park."

News: Plans approved for large scale housing developments in Rotherham

Three separate housing developments have been approved by Rotherham Council. Between them, 462 new houses are proposed in total for the south of the borough.

At Dinnington, Barratt Homes has secured approval for a development of 151 new dwellings on land at Lodge Lane.

The Former Dinnington Miners’ Welfare Recreation Ground site is currently unmanaged grassland with a disused multi-use hardcourt and overgrown abandoned mini-golf course. The site was abandoned around ten years ago and the buildings have been demolished and the remaining play facilities are derelict and overgrown.

Renamed Thornberry Gardens by the developer, the site is approximately 12 acres in size and is part of a wider 16 acre housing allocation in Rotherham's adopted Local Plan.

The primary access would be from Lodge Lane, close to Dinnington RUFC, and the plans include two, three, four-bedroom houses.

The planning board at Rotherham Council voted to approve the plans and they were referred to the Secratary of State who has decided not to intervene in the decision. Objectors where unhappy with the loss of the Miners’ Welfare Recreation Ground.

A number of conditions were attached to the approval, including money to improve local sports facilities such as those at Dinnington rugby club.

At Waverley, Yorkshire's largest brownfield regeneration scheme, Avant has secured planning permission with a reserved matters application for the erection of 173 houses on land at Phase 3B Riverside, off Poplar Way/Orgreave Road.

Heading to the riverside area, there is a proposed mixture of 2, 3, 4 & 5 bedroom units in houses and two apartment blocks which are mixture of 2 & 3 storeys in height. The scheme provides 30 affordable homes.

A 12.6-acre plot was sold to Avant Homes by Waverley developers, Harworth Group, earlier this year. Avant has now acquired four plots at Waverley - Sorby Row, Sorby Village and Sorby Park.

Also at Waverley, outline permission for up to 138 houses with all matters reserved has been secured for a plot of land at Mitchell Way. Harworth Group is looking to bring forward a mixed-use scheme in this area around the proposed the Olive Lane scheme. The regeneration specialist is also bidding to the South Yorkshire Mayoral Combined Authority's brownfield housing fund to support its aims.

News: 450 home development at Waverley Waterside

Harworth Group plc, a leading regenerator of land and property for sustainable development and investment, has secured a residential land parcel sale at its Waverley site to Barratt and David Wilson Homes for £29m.

At Waverley in Rotherham, where Harworth is also based, the land sale will see the delivery of approximately 450 homes, of which over 30% will be affordable. This represents Harworth’s largest-ever serviced residential land sale by number of plots.

The new homes will represent Barratt and David Wilson Homes’ fifth phase at the site and will be situated adjacent to both Highwall Park and the Waverley Lake, benefitting from unique water frontage in an area of the development known as Waverley Waterfront.

Construction will follow a bespoke design code, devised in partnership between Harworth and Barratt and David Wilson Homes, that complements the existing Waverley development while maximising the amenity value of the area’s waterfront location. The development will include a pedestrianised promenade, further enhancing the site’s placemaking and connectivity.

Consultation is underway as a planning application is prepared.

A £10m deal at the Thoresby Vale development has also bee concluded with the same house buidlers and the sales conclude an active first half for Harworth’s residential developments, during which over 100% of its budgeted residential land sales for the year were completed, exchanged or under offer, and it also launched its first single family Build to Rent portfolio.

News: Affordable housing makes Rotherham greenfield site "unviable"

Consultants working on behalf of a national housebuilder say that a proposed development of nearly 300 new homes on greenfield land in Rotherham would be "wholly unviable" if standard policies of affordable housing are applied.

Rothbiz reported in March that Barratt Homes is looking at building new homes on land at Far Field Lane, off Doncaster Road and close to Wath Victoria Primary School.

Around 24 acres in size, the current agricultural land near Whincover Farm was allocated for housing development in the Council’s 2019 adopted Local Plan, meaning the principle of residential development here is acceptable.

Barratt believes that the development of the site will provide much needed new housing for people in a convenient and sustainable location, whilst contributing to the current and future housing needs in the area.

The latest submitted documents discuss the potential for 294 homes on the land, whilst the consultation highlighted 285 new homes; 2-, 3- and 4-bedroom properties which would be predominantly 2-storeys in height.

In recent documents submitted to Rotherham Council, Bielby Associates, the property consultants working for Barratt, explain that an assessment of the land concludes how providing affordable housing on site makes the development less viable.

Rotherham Council policy is that for sites of 15 dwellings or more, or developments with a gross site area of 0.5 hectares or more, then 25% of homes on the site should be affordable homes. Housebuilders can also pay a commuted sum of £10,000 per dwelling to contribute towards the provision of affordable homes off site.

The consultants conclude: "As with an increasing level of Greenfield sites, there are some very high abnormal costs associated with developing out the subject site.

"Given the fact that the site proves to be wholly unviable, with the request of 25% on-site affordable dwellings and unviable at a lesser amount of on-site affordable dwellings (10%), it is apparent that any element of additional cost or reduced revenue will render the project unattractive to the proposed developer or any other party."

Applicants are asking for no more than 5% of the homes on the site to be affordable. Community Infrastructure Levy (CIL) payments and the Section 106 Commuted sums would also be payable.

The document adds: "Within the assessment we have demonstrated that if an on-site affordable housing allocation above 5% was to be provided (or any other additional planning obligation or commuted sum was requested) that the return and profit level would fall below an acceptable level and render the development unviable because it: (1) does not provide the landowner the necessary level of return that would be required to enable the development to proceed, (2) incentivise or enable the release of land for development, and (3) provide the developer with the requisite level of return / profit."

News: Barratt bringing forward another Rotherham site for housing

Barratt Homes is preparing plans to deliver a mix of new homes on land at Wath in Rotherham.

The UK’s largest and best-known housebuilding company is looking at approximately 285 new homes on land at Far Field Lane, off Doncaster Road and close to Wath Victoria Primary School.

Around 24 acres in size, the current agricultural land near Whincover Farm was allocated for housing development in the Council’s 2019 adopted Local Plan, meaning the principle of residential development here is acceptable.

Barratt believes that the development of the site will provide much needed new housing for people in a convenient and sustainable location, whilst contributing to the current and future housing needs in the area.

Currently out to consultation, the plans includ a mix of homes - 2-, 3- and 4-bedroom properties which would be predominantly 2-storeys in height.

Vehicle and pedestrian access would be from Doncaster Road with a "potential future link" to the south.

A planning application is being put together that will include reports to consider potential impacts on matters including (but not limited to) potential impacts on drainage infrastructure; the local road network and junctions and all necessary ecology survey work. They are expected to be submitted to Rotherham Council in the near future.

On its consultation website, Barratt Homes said: "The proposals will contribute to Rotherham’s housing requirements and provide financial contributions to improve local services and facilities, including schools. These detailed plans follow the adoption of the site as a housing allocation in the Council’s adopted Local Plan, meaning that the principle of residential development has been accepted by the Council.

"The site sits on the eastern edge of Wath-Upon-Dearne and is located close to a primary school, as well as various amenities, making this a sustainable site."

News: Plans in for large Rotherham housing developments

A number of seperate planning applications have been submitted for hundreds of new houses across Rotherham.

At Dinnington, Barratt Homes is hoping to secure approval for a development of 151 new dwellings on land at Lodge Lane.

At Swallownest, Bellway Homes has submitted an application for 99 new homes at Park Hill.

The proposals for farmland to the east of Park Hill Farm include the erection of 99 dwellings, including 17 affordable dwellings, the creation of a new access road, and landscaping/open space works. The sole vehicular access into the site will be taken from Park Hill adjacent to the entrance of Park Hill Farm.

At Waverley, Avant has acquired 12.94 acres of land from Harworth Group where it intends to build 144 new family homes, representing its third land purchase at Harworth's flagship development. The transaction takes the total number of residential plots sold at Waverley to over 1,700 since 2012, further demonstrating the significant contribution that Harworth is making to Sheffield City Region’s housing market.

Also at Waverley, plans for Sky-House phase 2 have been approved.

An ambitious campaign funded by Homes England's Home Building Fund, the project is based around the already hugely acclaimed back-to-back housing model created by the architects at Sheffield's CODA Studios.

David Cross, chairman of CODA, said: "This new phase, which should go to site in the new year, will feature four four-bedroom town houses and, most excitingly, 40 of the next generation of the Sky-House, all built around a steel frame structure to aid the speed of construction and enhance the project’s already outstanding environmental credentials."

News: Housing progress for Harworth at Waverley

Further deals have been secured to bring new homes to the Waverley development in Rotherham.

The site is Yorkshire's largest brownfield redevelopment, with owner and developer, Harworth Group plc delivering a 740-acre mixed use development.

The firm, created out of what was UK Coal, has sold three separate parcels of engineered residential land on two of its major developments in Yorkshire that will deliver 441 new homes to the market for a total consideration of £22.2m.

At Waverley, Harworth has achieved two disposals, selling 10.72 acres of engineered land to Taylor Wimpey, for the construction of a further 175 new family homes. This is Taylor Wimpey's fourth purchase of land at Waverley, following previous land purchases in 2012, 2013 and 2017 for a total of 332 plots.

In addition, it has sold a further 11.73 acres of engineered land to Barratt Homes, for the construction of 177 new homes that will commence in the second half of the year. Both deals bring the total amount of residential land sold at Waverley since 2012 to 110 acres across 16 separate phases that will deliver a combined total of 1,568 new homes.

Harworth said that it plans to sell further engineered land parcels over the next ten to fifteen years as it builds out the scheme which has a 3,890-home outline consent.

In a third transaction, the company has sold 7.98 acres of land at its Prince of Wales development in Pontefract to regional housebuilder Avant Homes for the delivery of 89 homes. This is Avant's third purchase at the 917-home consented scheme.

Owen Michaelson, chief executive of Harworth, said: "These are three excellent individual deals for the business that reflect two key fundamentals – the ongoing strength of the Yorkshire property market; and the ongoing popularity of our engineered land with housebuilders, with Taylor Wimpey, Barratt and Avant all being repeat customers. The overall receipt also reflects the ongoing maturity of two of our major developments, reflecting our skill as master developers to create attractive new places to live and work."

The Godwin Group has announced that it will be collaborating with Harworth through its build-to-rent brand, Core Living, and could potentially deliver up to 500 desirable homes for market rent on four Harworth owned sites located in Yorkshire and Leicestershire.

News: Barratt buys more land at Waverley

Harworth Group plc, a leading regenerator of land and property for development and investment, announces that it has sold an engineered land parcel, representing the next wave of residential development, at its flagship 740-acre mixed use development at Waverley, Rotherham.

The land owner and developer, which was formed out of what was UK Coal, secured planning permission for Yorkshire's largest brownfield redevelopment, which includes a new community of up to 3,890 homes.

Barratt Homes has acquired 11.73 acres and received reserved matters planning consent from Rotherham Council for the construction of 177 new units, due to commence in the second half of the year.

It marks the first phase of development on the eastern side of the 740-acre site, accessed from its Catcliffe Gate entrance – the third main access to the development, supporting Harworth's plan to maintain multiple points of sale to housebuilders. The sale also supports the extension of Waverley's Highfield Land spine road throughout the development, a condition of the original outline planning consent granted by Rotherham Council in 2011.

To date over 850 homes have been built by Barratt Homes, Harron, Taylor Wimpey, Avant and Skyhouse, alongside 1.5m sq. ft of commercial space. Local facilities have also started to be developed on-site, with a new school scheduled to open in September 2020.

Last week, Rothbiz reported on the approval of a £7m grant that should kickstart construction of Waverley Square, "the piece of the jigsaw" creating a local centre for residents and businesses at Waverley and the adjacent Advanced Manufacturing Park (AMP).

Duncan Armstrong-Payne, associate director for major projects at Harworth, said: "These are significant milestones at Waverley. Land has now been sold over the last seven years for nearly 1,500 homes, whilst the local centre will deliver hundreds of new jobs. At the same time, it supports our accelerated plot sale programme and provides the facilities that our growing resident and occupier population increasingly require. I am thrilled by the site's progress and what we continue to achieve for Rotherham, the city region and the North of England."

News: Housebuilder's nod to Rotherham's industrial past

Barratt Homes Yorkshire West division is preparing to launch a new development in Rotherham - The Glassworks, in Catcliffe.

Together with the Elderwood development, in Bannerdale, Sheffield, the schemes will open in early in 2019 and will help to satisfy the demand for good quality houses in these highly sought-after areas of South Yorkshire.

Planning permission was granted by Rotherham Council last year for 85 dwellings on a patch of land between the Morrisons store, current housing and the Parkway. It is close to other Barratt developments on the Waverley site.

A range of two, three and four bedroom properties are planned and permission comes with a legal agreement to provide financial contributions to improve outdoor community and sports facilities, education and affordable housing.

The Glassworks was named as a nod to Catcliffe's iconic glass cone, the oldest surviving structure of its type in Western Europe.

The 20m high, Grade I listed building dates from around 1740 and was built for William Fenney who previously managed the Bolsterstone Glasshouse owned by his mother-in-law. The Scheduled Ancient Monument is now just a shell and would have contained a furnace when in use until the end of the 1800's.
